Hello,
I would like to use this month's edition of our newsletter to come out from behind-the-scenes here at DGG and introduce myself. My name is Cheryl Capwell and I was hired in January of 2009 as DGG's Marketing Director. I have really enjoyed the past year leading the company into new and different avenues of marketing and I'm very excited for what is coming in 2010.
Part of my job has been to put together these newsletters every month in conjunction with Gary (President of DGG) and keep you up to date on what is happening at DGG and in the tactical world. Now it's time to step out and become even more involved with connecting our customers needs and the services that we offer. Please feel free to contact me anytime with ideas, suggestions or even complaints. Your feedback is very important to me...after all, it is my job to market to YOU, our valued customer.
I will still be working in conjunction with Gary, in fact, he will have his own section each month called the Training Corner, with informative training articles that he has written. We hope you enjoy this month's edition of our newsletter and hope you have a wonderful holiday season!

Training Corner - Dec. Edition
Taser, Is 5 Seconds Enough? by Gary Meares
As a law enforcement Taser Distributor, we get to review a lot of Taser deployments and also a chance to review what happened post-deployment. I have seen a trend where the officer/deputy had a good deployment, good probe spread and immobilized the subject for 5 seconds. As soon as the 5 seconds was over the suspect was able to break the wires, or react so quickly that the officer did not have a chance to initiate another 5 second cycle. In several instances, this has caused some injuries.
Far be it for me to second guess another cop's actions, but I believe we learn or at least should learn from these events, both good and bad. The decision to initiate another 5 second cycle, or to just hold the Taser trigger down to override the 5 seconds, rests with the officer. But sometimes this is also reliant on agency policy. During the early years of Taser, almost every use of force matrix had Taser at about the "intermediate weapon" level. After the media had their Taser heyday in 2005, we saw a lot of use of force matrixes/continuums move Taser to a higher response level. Undoubtedly this caused some officers to restrict their Taser use or at least hesitate before deploying.
I completely understand the need to regulate any use of force as the use of force is inherently dangerous, as is law enforcement. But also consider the suspects actions when applying any use of force. When deploying the Taser, consider two things. One, by now almost everyone, to include the suspect knows the Taser will cycle for 5 seconds. Two, how devastating was your Taser "hit" during your initial Taser agency training?
Point one: As the suspect, I know that if I can ride out the 5 second Taser cycle (and I will with a good deployment, no choice) I can immediately take action to disengage myself from the probe or wires. And trust me, they are training to do this now.
Point two: You as the officer in your first Taser training class, palms sweaty, heart pounding as you wait your turn for your Taser exposure. It could have been a 2 second run with the alligator clips or maybe you Johnny'd up for a 5 second XP probe hit (you would be the Man, or Woman) Remember when the neuromuscular incapacitation took over your body? Hurt didn't it?
Now points one and two together: The suspect taking the hit in an actual situation does not have the sweaty anticipation like you did in class, nor did they have to watch our class mates endure their turn, while your stomach churned waiting for your turn. The suspect had no mental "build up" prior to their being hit in the field. The suspect gets hit, rides out the NMI and then can immediately begin to take evasive action. In class we thought Holy **** that was devastating, but remember, the suspect probably IS NOT thinking that. They are thinking escape, evade and get away.
I agree, most times the initial Taser deployment on a suspect is sufficient and we are able to take them into custody with the one deployment. But consider the need to immediately deploy another 5 second cycle should the suspect dictate the need. The Taser is not a "fire and forget" platform. You must perform some type of follow up. Do not allow the suspect to react after your initial 5 second Taser deployment. Also consider this in Taser training, If we continually train to deploy the Taser for one 5 second discharge then turn it off, we are creating that, in our muscle memory. But, if we train even in scenario based training, to deliver a second 5 second cycle when warranted we are at least learning to do so.
Also as a disclaimer, I am not advocating using a Taser on someone with multiple trigger cycles. I am saying to consider a follow up as needed. Remember, the suspect is not you in Taser class, they will have a completely different mind set so yours should be as well.

XREP Deployed, Saves Life
News Article on XREP Used in Wisconsin
TASER International, Inc. announced that on November 4 the Waukesha Police Department in Wisconsin successfully deployed the TASER eXtended Range Electronic Projectile XREP from a TASER X12 Less Lethal Shotgun to subdue a suicidal woman.
According to Waukesha Police, officers responded to a report of a suicidal woman with a knife. She was not only threatening her own life, but the life of another. Upon arrival officers received information that the subject of the call was a 47-year-old woman with a history of mental illness.
Officers located the woman in a highly agitated state. In order to safely take her into protective custody officers deployed the XREP. The deployment was successful and no higher forms of force were needed. Neither the woman nor any officers were injured.

AXON Helps Clear Officer

TASER AXON and EVIDENCE.com were critical components to the exoneration of a Ft. Smith, AR officer involved in fatal shooting on November 11th. Officer Brandon Davis, wearing a TASER AXON as part of the Ft. Smith Police Department's pilot program, recorded clear audio and video evidence of the events leading up to and after the shooting. Sebastian County Prosecutor Daniel Shue then reviewed the unedited video of the event that had been securely uploaded to EVIDENCE.com and determined that Officer Davis acted appropriately in the situation.
The video clearly demonstrates that the victim aimed a pistol at the officers responding to a 911 call for domestic abuse and terroristic threats. It captures the officer's conversation with the man's wife who made the 911 call and let officers into the house. Officer Davis then ordered the victim to drop the gun at least nine times, commands which were ignored, before shooting the victim.
The use of TASER technology in this tragic incident provided investigators with irrefutable evidence of what actually transpired at the scene. Prosecutor Shue credits TASER AXON and EVIDENCE.com for quickly and definitively resolving any doubts regarding the officer's actions. He says "Clearly this technology is not just a step forward it is a quantum leap as far as an investigative tool."
